English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities attempting to raise money from a quick sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and using savings to weather increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to generate £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities recently further found local finances being stretched by the growing number of children and older individuals requiring Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (IMD) for UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the study revealed.
